Our Founder

Randy D. Johnson

Randy Johnson, the principal owner, has been in the wastewater and water field for twenty years and was a plumbing contractor prior to that. He is certified with the State of California as a Grade V Wastewater Treatment Plant Operator (#8873), Grade 3 in Water Treatment 209-742-2626 and a Grade 2 in Water Distribution (#209-742-2626. In addition, he has passed his Grade 3 Water Distribution Certification exam and will soon have that certification. His experience in wastewater treatment encompasses facilities from under 100,000 gallons per day to over 20 Million gallons per day. Over the past 12 years he has managed water and wastewater facilities for municipalities and districts as both an employee and for contract operators. He has experience working with elected officials and District/City staff.

Mountain Valley Environmental Services, Inc. (MVES) was formed as a Sub Chapter S Corporation located in Central California, poised for rapid growth in the Water and Wastewater Treatment industry. 


MVES is being developed as a Contract Operations and Consulting Service to water and wastewater utilities, cities, mobile home parks, subdivisions and to other commercial or industrial businesses that have water and/or wastewater facilities.

Randy D. Johnson

Mr. Johnson was a Project Manager with multiple large contract operations firms. His 20-year history in the water and wastewater industry includes industrial pretreatment, collection and distribution system maintenance, NPDES testing, reporting, land application monitoring, safety program training, operational training, process control and construction management. Mr. Johnson’s daily duties include ensuring effective facility operational performance, safety compliance and compliance with all permit standards. He has completed a design/build/operate (DBO) project that included the construction of a $10 million wastewater treatment facility that provided the City of Lathrop with Title 22 quality water to be used for City parks and landscape medians.

Experience


2014-Current: Started Mountain Valley Environmental Services, Inc., where he has contracted with various Cities and Companies for full contract operations and as their Chief Plant Operator or Public Works Director. In these positions, he has overseen the operations of 2.0 MGD surface water treatment plant, a 2.0 MGD wastewater treatment plant, distribution systems, backflow programs, sewer collection systems, street maintenance, parks and building maintenance.


209-742-2626: Worked for various Cities and Companies as a Project Manager and eventually as Project Manager/Public Works Director overseeing the operations of a 1.5 MGD surface water treatment plant, a 1.0 MGD wastewater treatment plant, a distribution system, sewer collection system, street maintenance and building maintenance.


May 209-742-2626: Served as the Project Manager for VWNAOS at their Lathrop California project. He was responsible for the DBO project with the City of Lathrop, that includes the construction and operation of a 6 MGD Membrane Bioreactor (MBR) wastewater treatment plant, first phase is complete, and the operation of an existing industrial wastewater treatment plant. Oversees personnel issues to ensure that employees follow established administrative, safety, operating and maintenance policies and procedures.


2000-May 2003: Served as the Senior Facility Manager for ECO Resources, overseeing five wastewater treatment plants, three water districts and six employees. Duties included client relations, budgeting, billing and collection, regulatory compliance, capital projects and employee supervision.


209-742-2626: Worked for various Cities and Districts as an operator and eventually as Operations Supervisor/Assistant General Manager overseeing the operations of a 1.0 MGD surface water treatment plant, a 2.0 MGD wastewater treatment plant, a distribution system with five remote tank sites and three booster pump sites and a collection system with 12 lift stations.


209-742-2626: He worked a pipefitter and plumber, then started his own business specializing in light commercial and custom homes with some wastewater plant pipefitting.

    The composition of wastewater is a function of its source. Industrial wastewater usually contains higher organic concentrations (e.g., BOD, COD, TOC, etc), heavy metals, and suspended solids. .
